EEDI and SEEMP will enter into force on 01.01.2013

 

With resolution MEPC.203(62) major amendments of Annex VI of the MARPOL Convention will enter into force on the 01.01.2013. With the new mandatory chapter 4 in the Annex VI the Energy Efficiency Design Index (EEDI) is introduced for new ships and the Energy Efficiency Design Index (EEDI) is introduced for new and existing ships.

 

The EEDI is an Index for the CO2 Emissions of a ship per tonne of load and nautical mile. With a formula this EEDI can be calculated for tanker, bulk carrier and container ships depending on their gross tonnage. Further types of ships such as ferries, passenger ships and special purpose ships such as tug boats and supply vessels will be added later when the relevant calculation formula has been updated after correction factors have been developed for such type of ships. A base line has been adopted depending on the ships size as a mandatory basis for new ships. This base line will be reduced in steps of 4 phases depending on the technical development in ship building. It is expected that these measures will reduce the CO2 emission of new ships up to 20 -30 % within the next 12 years. The EEDI is only applicable for new buildings where the keel is laid on or after the 1 July 2013.

 

Existing ships have to carry on board a Ship Energy Efficiency Management Plan (SEEMP) in line with the IMO guidelines. In this plan all parameters shall be monitored which have an influence on the fuel consumption of the ship. These are parameters such as, optimised speed, weather routing, trim depending on the load carried etc. The SEEMP is a flexible tool which has now mandatory requirements for the reduction of CO2 emissions. With such a plan it is expected that a CO2 emission reduction of 15 -20% will be achieved for existing ships.

 

The presence of the EEDI and the SEEMP on new ships or the SEEMP on exiting ships will be confirmed by the new International Energy Efficiency (IEE) Certificate. This certificate will be issued for ships under German flag by the Ship Safety Division of the BG for Transport and Traffic from the 1. January 2013 after the next renewal or intermediate survey from that date on. The IEE Certificate will be issued on the basis of a class survey and under the harmonized system for survey and certification of the IMO. From the 1. January 2013 the first ships will have an IEE Certificate on board and until the end off 2015 all ships from 400 GT and in international trade will carry a valid IEE Certificate. The Ship Safety Division can issue already now a preliminary IEE Certificate on request of a ship owner. This can be done if the relevant class survey report is available. After entry into force of the Annex VI amendments this preliminary IEE Certificate will be changed into the full term IEE Certificate.               

 

The relevant guidelines for the development of the EEDI and the SEEMP have been developed and adopted at the 63. MEPC session in March 2012. These are the following resolutions:

Ship owners are requested to note the new amendments which enter into force on the 1. January 2013 and take action as appropriate.

  

New Annex V for the prevention of marine pollution by garbage will enter into force on the 1. January 2013

 

With resolution MEPC.201(62) the new Annex V of the MARPOL Convention has been adopted which enters into force on the 1. January 2013. The following main amendments have been made:

 

- There should be no disposal of garbage into the sea,

- For the discharge of certain kinds of garbage there will be exemptions,

- Animal carcasses will be a new category of garbage,

- Wash water of cargo holds may be discharged into the sea under certain conditions,

- Lost fishing gear has to be reported to the local authorities.

 

The relevant guidelines for the implementation of the new Annex V have been adopted at the 63. MEPC session in March 2012 and are the following:

Ship owners are requested to note the new amendments which enter into force on the 1. January 2013 and take also action as appropriate.

 

Changes in the Oil Record Book Part I and II effective from 1. January 2011

With the resolution MEPC.187(59) effective from 1. January 2011 a number of amendments regarding rules, definitions and entries into the IOPP Certificate and Oil Record Book will enter into force with the aim to make this regulations clearer and more precise. With this amendments the application for the ships crew on board will be easier.

 

With regard to the changes in the entries of the oil record book the following shall be observed. The entries under C.11 shall be made as previously on a weekly basis. This applies also to the new entry under C.11.4, even if no manual operation has been carried out in that period of time. Furthermore the Oil Record Book in the older format can be used after the 01.01.2011 until its end, provided that it has been updated manually so that it complies with the new format in accordance with resolution MEPC.187(59).

Record Book for ozone depleting substances (ODS Record Book)

For given reasons the Ship Safety Division of BG Verkehr would like to inform all ship owners that according to Regulation 12(6) of the revised Annex VI of MARPOL 73/78, Regulation 12(6), (MEPC.176(58)), an ODS Record Book shall be available for the control of ozone depleting substances in refrigeration plants on board if such substances are listed in the supplement of the IAPP Certificate.

For ships under German Flag such entries can be made into the Engine Log Book or into an electronic maintenance system. All density checks, maintenance und repair work as well as refrigerant refilling quantities shall be documented there. Furthermore the requirements of the Regulation EC 842/2006 are also fulfilled then. An additional approval of the recording procedure by the Ship Safety Division of the BG for Transport and Traffic is not necessary.

National ratification of the Ballast Water Convention in Norway from 1. July 2010

The Ship Safety Division of BG Verkehr would like to inform all ship owners who are operating with their ships in Norwegian territorial waters that from 1. July 2010 the IMO Ballastwater Convention has been ratified by Norway.

Ships who are entering the Norwegian territorial waters have to exchange their ballastwater at a distance of 200 or 50 nautical miles from the coastline and at a depth of at least 200 m according to the D1 standard (three times volumetric exchange). For this operation an approved ballast water management plan from the classification society is needed. As an alterative the operation of an approved ballast water treatment plant according to the D2 standard is possible.

 

Maximum sulphur content in fuel oil of 1,0% used in SECA areas from 1. July 2010

The Ship Safety Division of BG Verkehr would like to inform all ship owners that from 1. July 2010 the revised Annex VI of MARPOL 73/78 (resolution MEPC.176)58) will enter into force. According to Regulation 14(4) of Annex VI the use of fuel oil with a sulphur content above 1,0 % will be prohibited in SECA areas from this date.

The mandatory International Air Pollution Prevention Certificate (IAPP Certificate) on ships above 400 GT and in international trade will stay valid after the 1. July 2010 until the first survey after that date when the IAPP Certificate in the new form will be issued.
