New Inspection Regime
More risk-based approach to ship selection and inspection
In the light of continuing concerns over shipping casualties and the need to deal with a much larger membership the Paris MoU member states decided to review its PSC regime and adopt a more risk-based approach to ship selection and inspection. A Task Force was set up by the Paris MOU’s Committee and prepared proposals for a New Inspection Regime (NIR). In parallel, the EU is recasted the Directive 1995/21/EC on PSC. The result is the new directive 2009/16/EC.

Ships inspections are carried out with a frequency depending on their risk profile and also the level and scope of those inspections. Inspection “matrices” will provide a more harmonized approach to the levels to which different ship types are inspected. In turn this will provide more accurate data on the results of the inspections and the level of responsibility. A new targeting element in the NIR is the performance of the manager/company of the ship.

Note: Please be aware that unless the new regime applies since 01.01.2011, the vessel and company historical data are taken up from 17.06.2009. That means that detentions, number and kind of deficiency and any banning up from this date are taken into account for the calculation.
